Helping fund an inmate’s release supports successful reentry and reduces recidivism. When someone has a full-time job already secured, financial assistance for release costs (such as fees, transportation, or basic necessities) removes immediate barriers to employment and stability. This support lowers the risk of homelessness and reduces exposure to drugs, allowing the individual to transition directly into stable, lawful work. The result is improved public safety, stronger families, and reduced long-term costs to the community.
Tattoo Career

The tattoo industry has grown significantly over the past few decades, evolving from a niche subculture into a widely accepted and respected form of art and self-expression. This growth has created stable careers for artists and shop owners, offering opportunities for financial independence, creativity, and entrepreneurship. For many, the tattoo industry provides not only a livelihood but also a sense of purpose, community, and pride, allowing people to build happy, successful lives while positively impacting others through their art.
Case Management

Case management supports the growth of a tattoo artist career pathway by providing structured guidance, accountability, and access to resources. Through goal setting, skill development planning, and support with licensing, apprenticeships, and business practices, case management helps artists overcome barriers and stay focused on long-term success. This coordinated support allows tattoo artists to build sustainable careers, grow professionally, and thrive within the industry.

Organizational Background
Next Generation Outcome is a Delaware-based nonprofit organization dedicated to reducing recidivism and homelessness among justice-impacted individuals through housing stabilization and innovative workforce development. The organization serves graduates of the Prison Tattoo Program and other returning citizens who face significant barriers to employment and housing upon release.
Launched in 2024, Next Generation Outcome was created to bridge the gap between incarceration and successful community reintegration. The organization’s approach combines stable housing, professional skill development, case management, and employment pathways to support long-term outcomes rather than short-term interventions.
At the core of the organization’s model is the belief that workforce access must align with lived realities. The Tattoo Workforce Pathway Program provides participants with professional training, equipment, mentorship, and lawful employment opportunities, while the Reentry Housing & Workforce Stabilization Program ensures participants have safe housing, transportation, communication access, and ongoing support during the critical reentry period.
Next Generation Outcome operates in partnership with correctional institutions, community organizations, and industry professionals to ensure program quality, compliance, and accountability. By integrating housing stability with income-generating opportunities, the organization addresses key drivers of reincarceration and promotes self-sufficiency, public safety, and community reintegration.
With leadership rooted in lived experience and a model grounded in measurable outcomes, Next Generation Outcome is committed to creating sustainable pathways that prevent homelessness, reduce recidivism, and empower individuals to rebuild their lives with dignity and purpose.

Next Generation Outcome was founded by Larry Normile, whose life journey embodies the organization’s belief that meaningful second chances require real pathways, not temporary solutions. As a teenager, Larry became involved in the juvenile justice system and ultimately cycled through every prison facility in the state of Delaware. Entering incarceration at a young age without stability or guidance, he experienced firsthand the systemic gaps that trap individuals in repeated cycles of incarceration and homelessness.
More than 20 years ago, during his final incarceration, Larry made a defining decision that he would not return to prison. Upon release, he committed himself to building a lawful, sustainable future—one rooted in accountability, discipline, and skilled employment. Over the following two decades, Larry rebuilt his life and became a successful entrepreneur, owning and operating a tattoo studio in Delaware for more than 17 years.
Through his professional work, Larry recognized the tattoo industry as a powerful but overlooked workforce pathway for justice-impacted individuals—one that rewards discipline, creativity, mentorship, and entrepreneurship. Drawing on both his lived experience and business leadership, he began mentoring individuals returning from incarceration, helping them access lawful employment, stability, and purpose.
On April 1, 2024, Larry transformed this vision into action by launching an innovative Tattoo Workforce Pathway Program within Delaware’s state prison system. The program was designed to address the root causes of recidivism—lack of housing, employment barriers, and limited support—by providing structured training, mentorship, and post-release stabilization. His leadership ensures the program is grounded in credibility, accountability, and real-world opportunity.
